SmartLabs solution became the base for Electronic Government Video Academy

Jun. 24, 2011
24 June 2011 - SmartLabs, a leading technology provider for IPTV operators, deployed the technological platform for the first Russian "Electronic Government Video Academy".

The "Electronic Government Video Academy" educational project was launched by Rostelecom-Ural in Ural Federal District and Perm Region to train citizens to interact with state structures remotely through online electronic forms. This service became a charge-free add-on to the Utel.TV interactive television package.

Video Academy services are available to all Utel.TV subscribers, whose number is currently approaching the 30 000. Now they can learn how to use www.gosuslugi.ru - the official Russian Federation government portal, to work with various information terminals, to handle the universal electronic card and how to apply the personal electronic signature, directly from their homes. As the portal is being developed, the library of training materials is permanently updated.

“Video Academy” is driven by the SmartLabs’s integrated solution, which consists of three company’s products. SmartTUBE SDP - a converged service delivery platform, allows the operator to provide subscribers with customized Video on Demand packages - theme-based video instructions for Electronic Government use cases. Another system – SmartMEDIA, operates as a video material storage, distribution and delivery platform. All Video Academy materials are accessible through the SmartLabs set-top boxes’ menu.

Because of advanced set-top box features and flexible solution, in the near future the operator will also be able to extend Utel.TV with new Over-the-Top option.

SmartLabs’s solution architecture is modular, which makes the system quickly-customized for fitting any business requirements given by the operator.

“Electronic Government Video Academy” has a great potential for promotion of the online government portal. ‘The information support for Video Academy is provided by regional authorities, and this fact confirms the social importance of the project’, SmartLabs CEO Mikhail Grachev says. - We are proud to take part in the project. Its technological basis, the SmartLabs’s solution, has allowed for realizing the required functionality, and due to highly reliable, productive, and easily scalable components, enables further extensibility in the future."
